Student Services Governance

  • Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that is designed to eliminate disability discrimination in programs and activities that receive federal funds.  Since all public school districts receive federal funds, all public school districts must comply with Section 504. 


    If a child is unable to fully access public education due to some temporary or permanent physical or mental impairment that substantially limits one or more major life activities, the parent may call the school counselor to consult on developing a Section 504 plan to make accommodations and modifications to improve the child's access to his or her education.

    A Parent Guide to Free Appropriate Public Education (under Section 504 of the Rehabilitation Act of 1973) was developed by Puget Sound Educational Services District with consultation from Region X Office of Civil Rights.  This document includes information to guide parents and educators in understanding the meaning of Free Appropriate Public Education (FAPE) under Section 504, highlights the major differences between Section 504 and the Individuals with Disabilities Education Act (IDEA), and answers frequently asked questions.

    State regulations require Notification of Parents/Guardians regarding the Use of Isolation and Restraint be provided to parents of all students eligible for special education, or 504 Plan, whether or not this policy applies to an individual student.  If you have questions regarding this notification, please contact your child’s special education or 504 case manager, or the Special Services office at 206-842-2907.

    BISD School Board Policy #2162 and Procedures #2162P outline the district's policy on the Education of Students with Disabilities under Section 504 of the Rehabilitation Act of 1973.

    The Bainbridge Island School District does not discriminate in any programs or activities on the basis of sex, race, creed, religion, color, nation origin, age, veteran or military status, sexual orientation (including gender expression or identity), disability, or the use of a trained dog guide or service animal.  This holds true for all students who are participating in education programs, and extracurricular activities, as well as the Boy Scouts of America and other designated youth groups.   Questions and or complaints regarding Section 504 should be directed to the contacts listed on this page.

    BISD School Board Policy #2161 and Procedures #P2161 outline the district's policy on the Education of Students with Disabilities.

  • About Title I and Learning Assistance Program (LAP):

    • Title I is a federally funded educational program. Students are eligible for inclusion in this program based on a combination of data, including teacher/parent recommendations, scores on state assessments and district diagnostic tests, prior service in the program. Title I works closely with parents, providing outreach and support, to strengthen the partnership of academic support to students in the program.
    • Learning Assistance Program (LAP) is a state funded program for students who score below standard for his/her grade level on the statewide assessments and who are identified in the approved plan to receive services.

     

    In addition, the Bainbridge Schools Foundation provides staff and supply budget support to sustain these remediation programs.

    • Blakely, Odyssey, Homeschool, Ordway and x̌alilc (Halilts) support math and reading.
    • Sakai and Woodward support reading, language arts and/or math.
