Section 504

Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that is designed to eliminate disability discrimination in programs and activities that receive federal funds.  Since all public school districts receive federal funds, all public school districts must comply with Section 504. 

If a child is unable to fully access public education due to some temporary or permanent physical or mental impairment that substantially limits one or more major life activities, the parent may call the school counselor to consult on developing a Section 504 plan to make accommodations and modifications to improve the child's access to his or her education.


A Parent Guide to Free Appropriate Public Education (under Section 504 of the Rehabilitation Act of 1973) was developed by Puget Sound Educational Services District with consultation from Region X Office of Civil Rights.  This document includes information to guide parents and educators in understanding the meaning of Free Appropriate Public Education (FAPE) under Section 504, highlights the major differences between Section 504 and the Individuals with Disabilities Education Act (IDEA), and answers frequently asked questions.

State regulations require Notification of Parents/Guardians regarding the Use of Isolation and Restraint be provided to parents of all students eligible for special education, or 504 Plan, whether or not this policy applies to an individual student.  If you have questions regarding this notification, please contact your child’s special education or 504 case manager, or the Special Services office at 206-842-2907.


BISD School Board Policy #2162 and Procedures #2162P outline the district's policy on the Education of Students with Disabilities under Section 504 of the Rehabilitation Act of 1973.
